• They are independent of the organisations to which they provide consultancy or training.

• They work primarily on a freelance or self-employed basis, or as a member of a workers' co-operative, partner in a partnership or director of their own company.

• They work exclusively or primarily with voluntary organisations.

• The focus of their work is management, governance and organisational development.

• They are established, having met all the above criteria for at least two years.
